Description
Goochland County is currently accepting applications for the position of Combination Commercial Inspector, I to perform commercial building, electrical, energy, fuel gas, mechanical, plumbing, fire protection system, and handicap accessibility inspections.
Essential Functions
1. Performs inspections of the highest level of complexity for commercial buildings and apartment buildings throughout the construction process up to the time the certificate of occupancy is issued.
2. Proactively examines completed work to ensure compliance with the Uniform Statewide Building Code.
3. Reviews and interprets construction plans and drawings for the purposes of performing consistent and thorough inspections of building and trade work.
4. Advises customers regarding code compliant and cost-efficient methods of complying with the Uniform Statewide Building Code.
5. Monitors construction progress during inspections and ensures that all required inspections are performed in a timely, orderly, and sequential manner.
6. Notes violations and follows up on corrective actions to ensure code compliance.
7. Establishes and maintains an effective relationship with project customers.
8. Responds to inquiries from citizens, contractors, architects/engineers, and others regarding code requirements and interpretations, inspection procedures, and status of specific projects.
9. Reviews and verifies third party reports during inspections for accuracy and compliance with the Uniform Statewide Building Code.
10. Organizes inspection reports and enters data into County electronic permitting and inspection system.
11. Plans inspection routes to make the most efficient use of County time and resources.
12.Effectively communicates with the Deputy Building Official and keeps them informed of current issues with inspections on a timely basis.
13.Serves as the Deputy Building Official’s representative for project related construction meetings.
14.Performs other duties as assigned.
Requirements
Knowledge, Skills and Abilities
1.Extensive knowledge of general trades, to include electrical, plumbing, HVAC, fuel gas equipment, building construction, fire protection systems, etc., and the materials, methods, and practices involved in construction.
2.Demonstrated ability to read and interpret complex, drawings, and plans.
3.Ability to adapt to new electronic permitting and inspection technology.
4.Demonstrated ability to communicate effectively orally and in writing to maintain good working relationships with customers and to recommend cost effective methods for complying with building code requirements.
5.Ability to effectively plan, prioritize, coordinate, and schedule inspections to most effectively use time and resources to ensure that inspections do not unnecessarily impede the construction process.
6.Demonstrated ability to interpret and apply building code regulations in a construction site setting.
7.Ability to perform inspections of buildings and structures in various stages of completion.
8.Ability to appropriately handle delicate and difficult situations with contractors and the public
9.Ability to safely operate and maintain County vehicles, equipment, and power tools under their control.
10.Demonstrated ability to effectively plan and focus on assignments in a timely manner with little supervision.
11.Assist Deputy Building Official as needed.
Education, Experience and Training
1.High School Diploma and considerable training and experience in skilled/construction trades or an equivalent combination of education and experience.
2.Associate degree in a building construction related field or trade school certificate in plumbing, electrical,mechanical installations preferred.
3.Must attain certification as a Combination Commercial Inspector within 18 months and Erosion and Soils Control Inspector within three years of employment.
4.A valid Commonwealth of Virginia driver's license and good driving record is required.
Physical Demands and Working Environment:
Work involves light to moderate work in an indoor office setting and in outdoor commercial environments. There is afrequent need to stand, walk, sit, talk, or hear, use hands, climb, kneel, stoop, lift (up to 50 pounds) and perform othersimilar actions during the workday.
